  1. About INBAR

Established in 1997, the International Bamboo and Rattan Organization (INBAR) is an intergovernmental development organisation that promotes environmentally sustainable development using bamboo and rattan. It is currently made up of 52 Member States. In addition to its Secretariat Headquarters in China, INBAR has five Regional Offices in Cameroon, Ecuador, Ethiopia, Ghana and India.

INBAR has played a strong role in making a real difference to the lives of millions of people and environments around the world, with achievements in areas such as: raising standards; promoting safe, resilient bamboo construction and various sustainable product development (viz- Bio-plastic, lifestyle products, bio-energy, etc.); restoring degraded land; capacity-building; and informing green policy and Sustainable Development Goal objectives.

Thailand is a bamboo and rattan resource rich country and an important member of INBAR.  INBAR intends to hire a consultant (individual or agency) to support bamboo and rattan sector development strategy.

II. Specific Tasks 

  • Review literature related to bamboo resources, market and value chain of bamboo in Thailand.
  • Review existing policies, institutional arrangements, legal and regulatory frameworks, governance structure related to bamboo;
  • Review and analyse relevant legislations, complimentary policies and programs that directly or indirectly support and/or inhibit the bamboo development in Thailand;
  • Identify and characterize agencies/actors (including their roles, responsibilities, interests) in the development of the bamboo sector;
  • Assess frameworks, tax regimes and incentives in bamboo resource management and utilization: Bamboo products production and consumption policies, legal and regulatory frameworks;
  • Assess the financial and economic feasibility, and potential sources of investment for the new enterprises/ start-ups and also common infrastructure.
  • Suggest innovative financial models, credit lines to support enterprise development in the country.
  • Identify policy/institution related challenges and opportunities and recommend feasible arrangement for bamboo sector development;
  • Organise stakeholder consultation workshop (2 Nos) to receive inputs and validate the bamboo development strategy and action plan;
  • Develop and finalise bamboo development strategy (with principles, action areas and feasible quantified targets that encompasses resource development to marketing and processing)
  • Facilitate the proclamation of the national bamboo strategy and action plan by the Ministry of National Resources and Environment.

III. Key Deliverables

  • An inception report detailing the method/approach, content outline for the report and strategy document.
  • A complete report of the situation analyses and recommendations in one document that encompasses detail information outlined in the task in about 40 pages.
  • Develop a 10-year national bamboo strategy for Thailand with action plans and targets for sustainable management and development of bamboo sector of Thailand that is implementable and capable of transforming the Thailand bamboo sector.
  • Presentation of the final draft documents at a national workshop organized with the key stakeholders in order to validate it.
  • Submit final completed document and strategy incorporating all comments to the satisfaction of INBAR and Thailand bamboo focal person.

IV. Deliverables: Timeline

  • Inception report including detailed work plan, schedule of activities, methodology and a table of content of the final report with brief descriptions of each heading within 10 days of signing contrac
  • Draft report of the Study within 30 days of field work
  • Final Report incorporating the inputs from INBAR and stakeholders within 10 days of receiving comments from INBAR and other key stakeholders

V. Requirements

  • Master’s degree (or PhD) in public policy, business management, economics, or related fields.
  • At least five years of working experience of conducting policy study, strategy development at regional/ national or reputed institutional level and other related areas.
  • Working experience and knowledge of Thailand or South Asia or South East Asia region will be an advantage.
  • Working experience in bamboo and rattan sector will be an advantage.
  • Prior experience of successful completion of similar consultancy work.
